Job Description:
Position Summary:
The Upper Great Plains Transportation Institute (UGPTI) invites applications
for a unique position to assist the big four oil counties in western North
Dakota. This is a full-time benefited position. The position duty station is
the NDDOT office in Williston. Consideration will be given to applicants
residing outside of the oil country region.

This position is an add-on to the
North Dakota Local Technical Assistance Program (NDLTAP) team, funded
through a special project with the NDDOT. The NDDOT contract is through
the end of 2024. The NDLTAP office is situated in Bismarck. Some time may
be spent at the Bismarck office.

The position will be responsible to lead an
effort to help the counties plan and enhance their regional efforts and
transportation investments. The position will cover Dunn, McKenzie,
Mountrail and Williams Counties; along with communities in the four-county
area and the Mandan Hidatsa Arikara (MHA) Nation. The position will
oversee a part-time position that will provide support and complete the
hands on activities of roadway data analysis and collection. The individual
will have the opportunity to utilize his/her strengths in contributing to a
growing program of research and knowledge transfer. Ideally, the efforts
used to assist the region will be a model that can be deployed across the
state. Exceptional communication and organizational skills are essential.

Minimum Qualifications:
• Bachelor’s degree in science, business, engineering, construction management or related degree
• 10 years of experience in the transportation field
• Experience presenting to commissions
• Job experience with providing customer service and/or organizing meetings
• Good computer skills with experience in MS Office
• Ability to prepare transportation capital improvement plans, solid knowledge of urban and county roadway planning and a good grasp of asset management for
transportation system
• Understanding of transportation funding and policies
• Excellent verbal and written communication skills
• Good organizational skills in prioritizing tasks and managing multiple activities
• Ability to work independently

Preferred Qualifications:
• Field experience on transportation projects
• Professional Engineer status
