Job Description:

• Serve as a resource to the Director as needed
• Provide backup and act as a resource for other staff in providing assistance to customers
• Work with other department leads to ensure the department is working as a unit
• Participate/Lead special projects as needed
• Compliance
• Stay abreast of federal/state laws and NDUS policy changes
• Ensure HR policies are current and in compliance with federal/state laws and NDUS policies and make recommendations and updates for SCC as needed
• Conduct annual nepotism audit
• Respond to state auditor/Board
• Office/legislative requests
• Conduct audits of HR processes i.e. FLSA, I-9, etc. to ensure the department is in compliance
• Training
• Assess training needs for the university and prioritize learning and development needs
• Plan/supervise New Employee Orientation to foster positivity toward NDSU’s goals and its mission
• Collaborate with others to deliver training i.e., HR employees, etc.

• Determine/Assist as needed with on-line trainingCommunications
• Supervise HRMS Technician
• Ensure data is accurate and provided timely (Optimize statistical efficiency and data quality)
• Assist in determining relevant data
• Work with HRMS Technician to develop relevant data for dissemination to appropriate receivers
• Compile and track HR information and provide department trends as needed; identify, analyze and interpret trends (turnover, hiring, promotions, separations to determine any needed changes in programs, etc.)
• Promote proactive approaches in using the HRMS to solve business needs/problems as able
• Backup HRMS Technician
– Assign PeopleSoft HRMS Security
– Run reports or queries and provide requested data
– Create position numbers for budget office
• Foster/maintain positive relationships with users
• Employee Relations
• Listen to, advise and coach employees and supervisors on addressing issues in the workplace
• Assist supervisors with disciplinary letters/warnings, PIPs and letters of expectation
• Work with employees on options for working with their supervisor
• Sit in with supervisors on personnel issue meeting with their staff
• Assist with conflicts between supervisors and employees
• Conduct Pre-Action Reviews
• Represent HR in Appeals
• Assist with continuous improvement processes as needed
• Conduct investigations/Write reports and provide recommendations
• Track statistics for reporting
• EAP referrals

Minimum Qualifications:
• Bachelor’s degree in Business Administration, Human Resources, Education, or closely related field
• 5 years in-depth human resource functional/generalist experience
• Verbal/written/interpersonal/presentation communication skills
• Proficient computer skills to include database, word processing, Learning Management System, spreadsheet, ERP
• Ability to handle multiple tasks and projects; ability to work independently
• Ability to interface with all levels of employees
• Ability to adapt to meet changing internal and external needs; excellent facilitation, collaboration and teamwork skills;
• Training background to include developing programs and coordinating training

Preferred Qualifications:
• Master’s degree
• Public sector or higher education experience
• Professional certification (SPHR, PHR, SHRM-CP, SHRM-SCP, etc.)
